Dr. Miro Cerar, Jr. (1963), is a professor of theory of law and state, philosophy of law and comparative law at the Faculty of Law, University of Ljubljana. As secretary of the Constitutional Commission of the Assembly of the Republic of Slovenia, he participated in the creation of the Constitution and other constitutional acts. He has been a long-time correspondent of the Center for Constitutional Studies in the USA and Western Europe. Since 1993, he has been an external advisor for constitutional issues in the State Parliament. As a Fulbright scholar, in 2008 he taught constitutional law at the Golden Gate University Law School in San Francisco, and studied at the University of California School of Law in Berkeley. He is one of the most important lawyers in Eastern Europe. He is the author of several books and many discussions in professional and scientific publications.

In the 2014 Slovenian elections, his SMC (Mira Cerar Party) won a parliamentary majority.
